Video  Conference  held  on  14.10.2015  –  Instructions  issued  -  Reg. Ref:    Video  Conference  conducted  by  the  Hon’ble  Minister  for  HRD  and  Secretary  to  Govt.,  School Education  Dept.,  A.P,  Hyderabad,  Dt:14.10.2015

Following  are  the  instructions  issued  during  Video  conference  conducted  by  Hon'ble  Minister  for  Human Resource  Development  &  Secretary  to  Govt.,  School  Education  Department  from  12.00  noon  to  3.00  pm on  14.10.2015  with  officers  of  Commissioner  of  School  Education,  A.P  &  APSSA,  District  Educational Officers  &  Project  Officers  of  SSA  and  their  staff.

I. All  the  DEOs  & POs  as well  as  the  staff  working  under  their  control  are  instructed  to  work  in coordination  &  cooperation  with  each  other  and  see  that  the  orders  issued  from  higher  authorities  are carried  out  properly.

II. They  are  further  instructed  that  top  priority  shall  be  given  to  maintenance  of  toilets,  cleanliness of  school  premises,  providing  drinking  water  to  the  students  and  demolition  of  dilapidated  structures.

III. Instructions  issued  on  Agenda  items:
1. Cleaning  of  school  premises:  

•  All the schools shall be maintained cleanly.  Shrubs  & bushes  if  any  in  the  school  premises  shall be  removed immediately.  Where  ever  there  is  a  necessity  of  particular  machinery  for  this  purpose  they are  directed  to  approach  the  other  District  Officials  through  the  District  Collector/  Local  Community  and see that the premises/ ground is leveled and cleanliness is maintained.

•  All the dilapidated structures  of  school  buildings,  toilets,  compound  walls  etc  which  are  in unsafe  condition  shall  be  demolished/  dismantled  immediately  and  the  debris  shall  be  removed  and disposed  off  properly.  

•  The State Project Director, APSSA  is instructed  to  finalize  the  colour  to  be  coated  to  the  school structures  immediately  in  consultation  with  the  officials  and  authorities  concerned.  All  the  schools  shall be  colour  coated  accordingly  by  the  end  of  the  October  2015  or  at  the  most  by  1st  week  of  November 2015.

2. Construction  of  toilets:

•  All the DEOs and POs are instructed  to  complete the construction/  renovation/  repairs  of  the toilets  immediately.

•  All the Officers concerned are instructed  to  see  that  at  least  one  toilet  for  boys  and  one  toilet  for girls  shall  be  available  in  each  and  every  school.

•  The Head Masters, MEOs, DEOs, EEs and POs will be held responsible for the deviations  found  if any.
•  The photos of all the toilets shall  be uploaded in the  MHRD website  as  already  directed.  This work  shall  be  completed  by  21st  October  2015.

3. Maintenance  of  Toilets:

•  All the DEOs and POs are directed to furnish the particulars  of  arrangements  made  for maintenance  of  toilets  (in  other  than  the  mandals  which  are  already  allotted  to  SERP  for  maintenance through  Proc.Rc.No.1519/Toilet  maintenance/  2015,  of  SPD,  APSSA,  Hyderabad  Dt:28.09.2015)  in  the following  proforma  and  upload  in  the  APMHRD  website  by  17.10.2015  and  mail  to  Planning  wing  of APSSA  (plgaprvm@gmail.com)

•  The DEOs and POs are directed to explore the possibilities  of  clustering  and  allotting  the  schools (minimum  3 to 4 schools  wherever  possible)  within  a  considerable  radius  to  a  single  person  so  as  to enable  him  to  visit  each  school  twice  a  day  for  financial  viability  for  both  the  school  and  the  person. 

•  The cost of consumables for cleaning toilets  such  as  acids, bleaching  powder,  phenol  etc  shall  be met from  the  School  Grant/  Maintenance  Grant  already  released  to  the  School  Management Committees  of  SSA/  RMSA.

•  Preference shall be given to DWACRAs and other Self  Help Groups, Cooking  agencies  if  any existing  in  that  particular  area  in  allotting  the  work  of  cleaning  the  toilets.

•  The expenditure towards remuneration to  the persons  for cleaning  toilets  may  be  met from School  Grant,  Maintenance  Grant  and  unspent  balances  available  in  the  School  Management Committees.

4. School  Nurseries:

•  All the DEOs are instructed  to  identify  and upload the  particulars  of  minimum  of  1000  schools  in each  district  (in  the  Forest  Department  website)  where  there  is  a  possibility  of  raising  school  nursery. They  are  also  directed  to  approach  the  District  Collector  and  see  that  nurseries  are  raised  in  all  the schools  identified  immediately  without  any  further  delay  so  as  to  maintain  cleanliness  of  toilets  as intended  from  the  scheme.

IV. Retrieval  of  unspent  balances  available  in  SMCs:

•  All the DEOs, POs, EEs and Dy.E.Os are instructed  to  take  necessary  action  for  retrieval  of unspent  balances  of  APSSA  and  RMSA  schemes  available  in  the  accounts  of  SMCs  immediately  and  remit to  the  respective  accounts  of  the  Head  Offices.

•  It is further directed to halt all  the  Civil  Works  for  a  temporary  period  until  further  orders.

•  The Finance Controller is requested to obtain the  particulars  of  the  unspent  balances intervention  wise  immediately  on  or  before  17.10.2015  and  to  take  necessary  action  for  retrieval  of funds  on  or  before  17.10.2015  for  reprioritization  of  the  available  funds  for  effective  utilization.

•  The State Project Director, APSSA  is requested  to send  proposals  for  merger  of  Societies  of APSSA  and RMSA for smooth functioning.

The  above  instructions  are  issued  for  strict  compliance  and  any  deviation  will  be  viewed  seriously.
