 In the reference 1st cited, the Government have inter-alia issued core principles for the allocation of posts and personnel in the wake of District Restructuring. Accordingly, the HODs concerned have issued Order to Serve to
the personnel subjected to provisional
allocation.

The allocation of posts and personnel, which was successfully completed on paper, now has to be incorporated in the system. For this,
allocation of new DDO Codes is the frst step. New DDO codes have already been allocated to the newly constituted districts. 
Now the position IDs of the provisionally allocated personnel needs to be mapped to their new DDO Codes duly unmapping them from their erstwhile DDO Codes. Regarding this, a video conference was held with all the HODs concerned on 13-04-2022 and a proforma, containing the DDO Codes of the newly constituted district ofces, has been
communicated to them with a request to furnish the details of Heads of the
Ofces, CFMS IDs, position IDs etc of the provisionally allocated personnel.

However there is little response from the HODs. Further, they are informed that
for enabling budget distribution to newly established districts, the information
sought for in the proforma is pre-requisite.
In view of the above, all the HODs concerned are once again requested to furnish the details of Heads of Ofces and the details of provisionally allocated personnel in the proforma by 25-04-2022. Further they are requested to identify a suitable Gazetted Ofcer to act as Drawing and Disbursing Ofcer(DDO) as per SR 2(h) of TR 16 along with Appendix-13 under TR 16 of AP Treasury Code and
the extant rules in force.
